Can the Civil Service return to impartiality? – a briefing for MPs

In December 2024 the DCMS and DSIT paid £116,749 to settle the employment-tribunal claim of whistleblowing civil servant Eleanor Frances. As part of the settlement the departments committed to return to impartiality and develop a new policy in relation to the protected characteristic of gender reassignment. We look at the policies cited by Frances and how they misinterpreted equality law.
